I need a little help from anyone with electrical experience.

Partial outage today. Nothing unusual or excessive was plugged in. Power went out in the basement and the wall that holds the TV, router etc. The panel box looks good, but I reset the impacted breakers anyway, and also reset all the GFI's. None of that helped though. Oddly, the cable box periodically lights up for a second then goes dark again. I have a call in to an electrician. Anything else I should check in the mean time?

Had this happen a few years ago and it was a brown out issue NYSEG was having.  Half my house was working and some things would work for a bit then go off.  Lights were half power or you could watch them go from bright and slowly fade to nothing.   I thought for sure it was something internal.  I know enough about electric to be dangerous but when it was happening I couldn't figure anything out.

You are probably missing one leg. Meaning you only have 120 volts so half your panel has power.  If you have a well the pump will not be happy.

Can attest, you do NOT want to replace your well pump right now.  I just had to, it's gonna hurt $$$$

Simple but good advice, don't forget when you reset your breakers...Do so with your body and face on the other side of the metal door and only your arm and hand to turn the breakers back on. That's what the door panel was designed for. Bad wiring or a short or anything could be a big boom right in your face.

I agree this is likely. Does your power come in underground, or over head?

It's not odd that the breaker didn't trip. Unless it was an arc fault breaker, there's no reason for a loose wire to cause an overcurrent that would trip the breaker. Was it a "stab in" or was the wire wrapped around the screw? Glad you found it , that could of caused a fire.

Originally that had the holes in the back for stabbing but the wires were wrapped around the screws. It has me wanting to look at all my outlets now to make sure there are no other issues.
